If you want to follow the progress of the act see:
 http://services.parliament.uk/bills/2009-10/digitaleconomy.html

At the time of writing it has passed it's first reading in the Lords (this act originated in the house of lords).
Note: There is normally no debate at the first reading, it's more of a formality.

The Act will have it's second reading on the 2nd of December. The contents of the act may be debated at this stage.

Text of the act can be found at http://www.publications.parliament.uk/pa/ld200910/ldbills/001/10001.i-ii.html (may no longer be valid after the 2nd reading).

Before MPs in the Commons get a say on the Bill it has to pass through the Lords first so there is no guarantee the Act won't change before it gets to the Commons.
More info on how an Act is passed can be found at: http://www.parliament.uk/about/how/laws/passage_bill/index.htm
